Michael Glaze: Founding Director

Michael Glaze is the founding director of the Oroville Economic Alliance, bringing together the coalition of public and private partners in 2012. He has also been the CEO of South Feather Water and Power Agency since 1992.

As SFWPA’s CEO, Mr. Glaze reports to the Agency’s board of directors and is solely responsible for implementing its policies, directives and general goals. He has direct supervisory control over the operating divisions of the Agency, including the Water and Power divisions. As the Agency’s human resource manager, he also serves as the chief negotiator in the meet-and-confer process with employee representatives. Mr. Glaze is responsible for the recruitment and supervision of all of the Agency’s 60 employees.

Mike and his wife Roseanna are both life-long residents of Butte County. The son of a rice farmer, he grew up in Richvale, attended Biggs High School, did his undergraduate work at CSU Chico and Bethany University, and post-graduate work in public administration at CSU Chico and USC. He began his career in 1972 in the engineering department of the Butte County Public Works Department. From 1978 to 1982 he worked as a consulting engineer for Cook Associates in Oroville, and then held the position of General Manager at Lake Oroville Area Public Utility District from 1982 until 1992 when he moved to South Feather Water and Power Agency.

Michael Phulps: Director

Mike Phulps

Michael Phulps is a dedicated leader in Oroville with extensive expertise in the industrial sector and a passion for economic development. He serves as partner and CFO of Metal Works, a steel fabrication firm, and partner in Skyline Steel erector, a steel erection firm, both located in Oroville, as well as partner in All Corrugated Drainage Systems, a pipe distribution company located in Utah.

In addition to his corporate leadership roles, Mr. Phulps works to enhance the cooperative efforts of the local business community by spearheading opportunities for leaders to share ideas and prepare Oroville for new business opportunities. He previously served as president of Valley Contractor Exchange in Chico, California, and he is the current president of Oroville Economic Development Corp, director of Oroville Economic Alliance, director of the Manufactures Support Readiness Team and director of the Oroville Chamber of Commerce.

An avid racing enthusiast, Mr. Phulps spends much of his spare time traveling in support of his “quite successful” wing and non-wing West Coast sprint car team, supporting the USAC and King of the West series.

Sandy Linville: Director

Sandy Linville, PhD, is the president and CEO of the Oroville Area Chamber of Commerce representing over 400 member organizations and serving the interest of over 2150 businesses in the Oroville Area to foster economic and community vitality. Dr. Linville is currently working with a variety of agencies and organizations in the Oroville area including the California Department of Water Resources, California State Parks, County of Butte, City of Oroville, Oroville Downtown Business Association and the Alliance for Workforce Development.

Previously, Dr. Linville was the assistant director for the Center for Economic Development at CSU, Chico, an organization focused on utilizing the resources and expertise of California State University, Chico and other institutions of higher education on the challenges and opportunities facing the North State.

Dr. Linville earned a B.A. in Rhetoric and a B.S. in Community Development from UC Davis; a M.A. in Communication from CSU, Fresno and a PhD in Management from the University of Minnesota.

Dr. Linville has lived in Butte County with her husband, Dan since 2002. The couple has one son, 2 dogs, 3 cats and 18 chickens.
